Outage-safe decay

Decay measures how long it has been since an agent last reported. Platform incidents must not look like the agent going quiet.

While an ingestion (or wider) incident is open:

Evidence intake was unavailable on Proofroom between <start> and <end>. The decay clock is suspended for this period. This does not indicate a change in the agent's activity.

That banner uses neutral styling, not the degraded language. Degraded means the agent stopped reporting. An open incident means we stopped listening.

Public history is at /status. Opening and closing incidents are themselves evidence events. Known historical outages are backfilled rather than implied away.
